చాలామంది పెన్షనర్లు అడుగుతున్న మొదటి ప్రశ్న ఇదే. దీనికి సమాధానం ‘లేదు’.. చాలామంది పెన్షనర్లు తమ మొబైల్లో సొంతంగా “How to apply TS EHS New health card online 2026 ” అని ట్రై చేస్తున్నారు. కానీ ఇక్కడ మీరు గుర్తుపెట్టుకోవాల్సిన విషయం ఏంటంటే.. పెన్షనర్లు డైరెక్ట్గా ఆన్లైన్లో అప్లై చేయడానికి కుదరదు.
దీనికోసం మీరు చేయాల్సిందల్లా.. మీ పూర్తి వివరాలను ఒక నిర్దేశిత ప్రోఫార్మా ఫారమ్లో నింపి, మీ సంబంధిత DDO (Drawing and Disbursing Officer) ఆఫీసులో ఇవ్వాలి. ఆ తర్వాత DDO గారు వాళ్ల అఫీషియల్ లాగిన్ ద్వారా మీ డీటెయిల్స్ను IFMIS-HR పోర్టల్లో ఆన్లైన్లో అప్లోడ్ చేస్తారు. ఫైనల్ గా దాన్ని మీ పెన్షన్ పేమెంట్ ఆఫీసర్ (PPO) వెరిఫై చేసి అప్రూవ్ చేస్తారు. అప్పుడు మీ కార్డ్ ప్రాసెస్ అవుతుంది.

“తెలంగాణ మెడికల్ అటెండెన్స్ రూల్స్ – 1972” ప్రకారం దీనికి చాలా స్పష్టమైన రూల్స్ ఉన్నాయి. ఒక ఫ్రెండ్లా మీకు డీటెయిల్డ్గా, ఈజీగా అర్థమయ్యేలా విడమర్చి చెబుతాను చూడండి:
1. Parents (తల్లిదండ్రుల గురించి):
మీ అమ్మ, నాన్నలను హెల్త్ కార్డులో యాడ్ చేయాలంటే ముఖ్యమైన కండిషన్ ఒకటే — Financial Dependency (పూర్తిగా మీ మీదే ఆధారపడి ఉండాలి).

వాళ్లకి సొంతంగా ఎలాంటి ఆస్తి, పాడి-పంట, లేదా వేరే పెన్షన్ లాంటి ఆదాయం ఉండకూడదు.

“మా తల్లిదండ్రులు నా పెన్షన్ మీద మాత్రమే ఆధారపడి బతుకుతున్నారు” అని మీరు ఒక సెల్ఫ్-డిక్లరేషన్ (Self-declaration) ఇవ్వాల్సి ఉంటుంది.
2. Daughters (కూతుర్ల విషయంలో):
ఆడపిల్లలకి సంబంధించి రూల్ చాలా సింపుల్ అండి.

Married Daughters: పెళ్లయిన కూతుర్లకి ఈ కార్డ్ వర్తించదు. ఎందుకంటే, పెళ్లి తర్వాత చట్టం దృష్టిలో వాళ్లు భర్త ఫ్యామిలీ మీద డిపెండెంట్స్ అవుతారు కాబట్టి.

Exceptions: ఒకవేళ దురదృష్టవశాత్తూ విడాకులు తీసుకున్న వారు (Divorced), భర్త వదిలేసిన వారు, లేదా వితంతువులైన కూతుర్లు (Widowed) ఉంటే పరిస్థితి ఏంటి? అస్సలు టెన్షన్ పడకండి. వాళ్లు మీ దగ్గరే ఉంటూ, మీ మీద ఆధారపడి జీవిస్తుంటే వాళ్లని ధైర్యంగా మీ హెల్త్ కార్డులో యాడ్ చేసుకోవచ్చు.
3. Sons (కొడుకులు – దీని మీదే చాలా డౌట్స్ ఉన్నాయి!):
కొడుకులకి హెల్త్ కార్డ్ వర్తించాలంటే రూల్స్ కొంచెం స్ట్రిక్ట్ గా ఉంటాయి. ప్రధానంగా ఈ మూడు కండిషన్స్ పక్కాగా మ్యాచ్ అవ్వాలి:

Age Limit (వయసు): కొడుకు వయసు ఖచ్చితంగా 25 ఏళ్ల లోపు మాత్రమే ఉండాలి. 25 ఏళ్లు దాటితే ఆటోమేటిక్ గా కార్డ్ కట్ అయిపోతుంది.

Employment (ఉద్యోగం): వాళ్లకి ఎలాంటి జాబ్ ఉండకూడదు. సొంతంగా ఎలాంటి ఆదాయం లేకుండా పూర్తిగా నిరుద్యోగి (Unemployed) అయి ఉండాలి.

Marital Status (పెళ్లి): పెళ్లి చేసుకోకూడదు.
గుర్తుపెట్టుకోవాల్సిన విషయం: వయసు ఇంకా 25 ఏళ్లు రాలేదు కదా అని అనుకోవద్దు. ఒకవేళ 25 ఏళ్ల లోపే కొడుకుకి ఏదైనా జాబ్ వచ్చినా లేదా పెళ్లి జరిగినా… ఆ క్షణం నుంచే వాళ్లకి హెల్త్ కార్డ్ సదుపాయం ఆగిపోతుంది.
ఒక చిన్న మినహాయింపు (The Disability Exception): ఈ రూల్స్ లో ఒక మానవతా దృక్పథం కూడా ఉంది. ఒకవేళ కొడుకుకి ఏదైనా శాశ్వత వైకల్యం (Permanent Physical or Mental Disability) ఉండి, తను సొంతంగా పని చేసుకోలేని పరిస్థితిలో ఉంటే… అతనికి ఈ 25 ఏళ్ల రూల్ అస్సలు వర్తించదు. మెడికల్ సర్టిఫికేట్ సబ్మిట్ చేస్తే చాలు, Life-long మీ హెల్త్ కార్డ్ అతనికి ఒక భరోసాగా అండగా ఉంటుంది.

I want EHS application for submitting to my Department DDO
Entire information is with the PPO and DDo office why asking for dependent information. Why not given option for online submission. Every thing is digital/ online why not this. There is a summer season the temperature is above 44 degrees and how an old pensioner family pensioner ladies roam DDO and PPO offices. The union leaders should represent the issue to the Govt as well Secreteriate officers . They put burden on the Employees and pensioner if u can’t submit the details the Govt blame us that the employees and pensioner not submitted the information hence health card scheme isnot implement. So online facility should be given immediately so as to share the details in time. Other wise the scheme will be failed.
You make a very valid point. Forcing pensioners to roam around offices in 44-degree heat is completely unacceptable in a digital era. The government requires this physical submission because the DDO still needs to officially certify the current dependent details. But there is no reason this verification can’t be handled through an online portal! Let’s hope the unions take this up with the Secretariat immediately so an online facility is introduced.
